The American Public Transit Association has issued a replacement for the obsolete AAR Passenger car standards.  This publication is: Manual of Standards and Recommended Practices for Rail Passenger Equipment, 1999.  The cost is $110 for the print version and $50 in CD-ROM, both prices being to non-members.  These Standards have been adopted by Amtrak.  I understand that a new version is due out later this year or next.  You may learn more of this organization at www.apta.com,   This is the organization which sponsored the new Single Car Test booklet for 26C brakes, adopted by the FRA last year.
