Subject: Private Car Technical Committee, Tech Meeting, Chicago (9/15/00)
Here are some more meeting notes that need to go in the Mech Officer's Reports on the WWW site.
There are two different committees represented. The "core" committee is designed for the overview, and the minutes for this first meeting are on the WWW site under my mechanical reports. This meeting was held in Houston on June 29, 2000. The second "core" meeting was held in Washington on September 21, 2000, and those minutes are attached to Weisinger's e-mail. The working committee has held only one meeting, that being in Chicago on August 24, 2000, and the minutes are also attached. The second working meeting was scheduled for Los Angeles on Nov 15, and was canceled by Weisinger, so the next meeting will be held in Bradenton in conjunction with the RPCA convention. Its purpose is to go over the documents used in the inspection process by Amtrak, and recommend changes in rules and procedure. The first working committee meeting was mostly orientation, and substance should start coming with the next meeting.

SUBJECT: Private Car Technical Committee, Tech Meeting, Chicago
The PVTC meeting in Chicago on August 24 was held in conjunction with the departure of the annual AAPRCO convention train on August 28. A number of the attendees were on hand in Chicago for that event.

Mike Kelly, AAPRCO, Private PV inspector
Pete Messina, AAPRCO, Private PV inspector
Brad Black, RPCA, Private PV inspector, industry consultant
The intent of this meeting was to gather private car industry people with pertinent experience.
Topics of discussion:
1. Structure of Document
2. History of AAR, AMTRAK, FRA and APTA Standards and Practices
Brad Black provided backround into the structure of the APTA rules and how the assembly of that document could be used as a guide for the structure of the PV Tech manual. The document should be constructed in a manor that would lend itself to ease of reproduction, ie, no manually applied pages other than updates which would be available for distribution and inclusion into the manual by all interested parties. Distribution of the documents will be by Amtrak to AAPRCO and RPCA. Those parties can then distribute to their members. Title of document will be Amtrak Private Car Standards.
These items were discussed and will be expanded upon in further meetings.
3. Electrical Systems
a) Electrical Standards (NEC)
b) Electrical Lockers
c) Conduit
d) 27 pin comm. line requirement
e) TLC testing
f) Phase Balance testing
g) Megohm Testing
h) Welding of Conduit
4. Diaphragms and buffer plates
5. Brakes
a) Single car air tests
The committee discussed restructuring the governing private car smp 28603.
The topic of inspector etiquette was discussed and that inspectors should be more geared towards helping private car owners than tough and thorough inspections.
The next core group meeting will be on September 21, 2000 in Washington, D.C.
